There are usually a lot of people up any time of the “day” or “night” here. Traditionally people up here followed their own rhythm, with the bulk of the year 24 hour light or dark. The lights you see in the picture would be outside lights and street lights that come on automatically with a light sensor. It was still light enough to drive without lights.
